Summary

LCMB’s Managing Director, John O’Brien took on the role of Interim Head of Facilities Management on behalf of University College London Hospitals NHS Foundations Trust (UCLH) for six months. The initial priority was to tackle a number of pressing operational issues, followed by the development of a 5 year Facilities Management & Sustainability Strategy, once a full-time Head of FM was appointed.

The strategy was developed in partnership with UCLH internal clients, patients and stakeholders and designed to deliver against UCLH’s organisational objectives.

Situation

UCLH needed management support to bridge the gap between the departure of the outgoing Head of FM and the incoming replacement. Addressing ongoing operational issues was the immediate priority, focusing on infection control, risk management, minor works capital replacement cycle, service levels and cost reduction. This work was followed by the development of a 5 year facilities management & sustainability strategy in collaboration with UCLH internal clients, patients and stakeholders. The strategy has clear actions plans designed to deliver against UCLH’s vision, clinical strategy and organisational objectives.

Actions

In addition to creating the FM strategy, LCMB undertook a due diligence review of UCLH’s sustainability performance and governance processes. The initial review analysed the organisation’s performance in reducing energy use and waste against their estate targets and compared this to best in class performance across the NHS. The due diligence analysis identified a number of practical steps that UCLH could take to reduce cost and improve energy and waste performance across the estate.

These included plans focused on:

  • Employee engagement
  • Variance reporting
  • Supply chain performance
  • Risk management
  • Governance

These plans formed the basis of the refreshed Sustainability Strategy. LCMB were also able to help accelerate the initial implementation of the strategy by offering UCLH interim sustainability management support while they recruited their full-time team.

Based on the due diligence review, LCMB developed invest to save business cases detailing where investments in UCLH’s buildings and infrastructure would make economic sense in terms of payback and return on investment. These projects included:

  • Optimising the Building Management System (BMS) strategy at the Macmillan Cancer Centre
  • Adjusting cooling set points in IT hub rooms to optimise for energy and resilience
  • Re-commissioning of electrical sub-meters at University College Hospital and National Hospital for Neurology and Neurosurgery (NHNN)
  • Commissioning of a new BMS at the NHNN
  • Undertaking feasibility work to introduce an estate wide energy management system

Challenges and Achievements

Benchmarking

The due diligence approach allowed UCLH to take stock of progress against internal sustainability targets, but also to look outside the organisation at best practice in comparable settings. This benchmarking process helped identify areas where good performance had already been attained and priorities for improvement.

Establishing the business case

The long term strategy was supported by a number of ‘here and now’ actions to improve energy and waste management performance across the estate. These actions took the form of invest to save proposals which established the business case for undertaking these projects, crucial in an environment of competing financial priorities.
